Meet Dr. Sullivan

Dr. Victoria Sullivan assumed the role of Chair of the Department of Pediatric Dentistry in July 2025, bringing with her nearly 30 years of experience in clinical practice, hospital-based care, and academic leadership. Throughout her career, she has demonstrated a deep commitment to improving oral health outcomes for children, especially those with complex medical and behavioral needs.

Dr. Sullivan earned her Bachelor of Science from the University of California–San Diego, followed by a Master of Science from Rutgers University. She received her Doctor of Dental Surgery from the University of the Pacific before completing a certificate in pediatric dentistry through the University of Southern California and Children’s Hospital Los Angeles. Her training provided a strong foundation for her lifelong dedication to providing compassionate, comprehensive dental care to children and adolescents.

Board-certified in pediatric dentistry since 1996, Dr. Sullivan has maintained long-term affiliations with several prestigious healthcare institutions, including Stanford University Hospital, Kaiser Permanente, Shriner’s Hospital-Houston, Dignity Health, Children’s Hospital Los Angeles, and Sutter Hospital. In these roles, she has contributed to multidisciplinary teams focused on cleft palate care, hematology-oncology patients, pediatric long-term care, and hospital-based programs such as the Avoid Readmission through Collaborative Care initiative.

Her professional interests extend beyond the clinic. Dr. Sullivan is actively engaged in research, with particular focus on behavioral management strategies for pediatric patients and the innovative use of lasers in pediatric dentistry. She has presented her work at professional meetings and remains committed to advancing techniques that improve patient comfort and outcomes.

In addition to her clinical and research endeavors, Dr. Sullivan is an active leader in organized dentistry. She is a member of the American Dental Association and serves on both the ADA’s ACE Committee and the Dental Licensure OSCE creation committee. She also holds membership in the American Academy of Pediatric Dentistry and multiple state and local dental societies, reflecting her dedication to advancing the profession and supporting the next generation of dental professionals.

With her extensive experience, collaborative approach, and passion for pediatric oral health, Dr. Sullivan continues to guide the Department of Pediatric Dentistry toward innovation in education, research, and patient care.

What is the Special Needs Pediatric Dental Incentive Program for dental Medicaid providers?

The Special Needs Pediatric Dental Incentive Program for dental Medicaid providers began Jan. 1, 2026. Goal 1 is to expand provider training and education to increase access to care by growing the number of providers trained to treat members with special needs. 

What are the benefits for dental Medicaid providers?

The two dental benefit management companies will each reimburse each practice $1,000 for every group dental Medicaid provider who completes qualifying special needs–related continuing education (C.E.) during the measurement period or within the prior 24 months. 

What's the deadline?

For the current period, the course must be taken by June 30, 2026. You may also receive credit for qualifying courses taken withing the prior 24 months. 

How do I know that the LDA Special Needs C.E. course is approved for this program?

LDH has approved the following as the criteria for an approved C.E. course in the SNPDIP. 

  • In-person or LIVE digital course (such as Zoom) that allows for interaction and questions. 
  • Minimum of 3 credit hours.
  • Should be a special needs dental course with one of the following certifications or offered by the following:

             -ADA CERP certified course

             -AGD PACE certified course

             -Offered by the ADA or its state constituent societies or local components

Can any dentist take the course?

Yes, the course itself is available to any dental professional, whether they are a Medicaid provider or not.

Title:  “Beyond “Too Complex” for every child at every chance:  Mastering Special Needs Dentistry”

Learning Objectives:

  2. Apply advanced behavior guidance techniques; foster inclusive, respectful clinical environments
  3. Optimize scheduling and financial models
  4. Navigate ethical and legal responsibilities
  5. Manage high-risk medical profiles
  6. Expand case acceptable and reduce barriers to access to care

Description: 

This dynamic 3-hour continuing education course is designed to enhance and refine the experienced dentist’s clinical skills, behavioral strategies, and practice systems for the care of children with special health care needs. Emphasizing efficiency, confidence, and sustainability, the program equips participants with advanced techniques and practical tools to improve clinical experiences, reduce provider stress, and minimize barriers to access.

Through case-based discussion, evidence-informed protocols, and real-world practice models, attendees will explore how to debunk common myths surrounding special needs dental care, strengthen caregiver and stakeholder engagement, and foster inclusive, respectful clinical environments. The course addresses advanced behavior guidance, medical risk management, ethical and legal considerations, and innovative scheduling and financial strategies to support high-quality, accessible care.

Participants will leave with actionable frameworks to safely expand case acceptance, optimize workflow, and enhance outcomes for medically complex and behaviorally diverse patients—ultimately strengthening their role as leaders in equitable pediatric oral health care.
